--On Friday, I talked with someone from the East Coast who indicated to me that General Dempsey likes what he understands of the item "XII. An Automated, Contract-Driven Military." As Chairman, Joint Chiefs of Staff, he attains far greater flexibility in tactical deployment under the proposal.
Further, the theory provides for shared leadership among all participating military personnel in a project's success. No longer need the lower echelon personnel feel the orders are coming from "on high." No, under the shared responsibility model, lower echelon are involved in the planning and execution of a project from the very beginning, initially by means of the bidding process for project acceptance. It takes advantage of the lower echelon's experience and know-how by bringing these into play in the very designing of the project!
