No longer need the lower echelon personnel feel the orders are coming from "on high." No, under the shared responsibility model, lower echelon are involved in the planning and execution of a project from the very beginning, initially by means of the bidding process for project acceptance. It takes advantage of the lower echelon's experience and know-how by bringing these into play in the very designing of the project!
