--On Friday, I talked with someone from the East Coast who indicated to me that General Dempsey likes what he understands of the item "XII. An Automated, Contract-Driven Military." As Chairman, Joint Chiefs of Staff, he attains far greater flexibility in tactical deployment under the proposal.
Further, the theory provides for shared leadership among all participating military personnel in a project's success. No longer need the lower echelon personnel feel the orders are coming from "on high." No, under the shared responsibility model, lower echelon are involved in the planning and execution of a project from the very beginning, initially by means of the bidding process for project acceptance. It takes advantage of the lower echelon's experience and know-how by bringing these into play in the very designing of the project!

Ukraine as exemplar for other Federation satellite states
Many analysts who note the sparring between Russia and the West think it's a resumption of the Cold War! Ha! Such analysts ought to be fired immediately and in their place should be analysts from Russia who know the Russian way of doing things. That way is cheap (It's China's way, too).
When the Russians saw it would take $15 billion to put the Ukraine back on its feet, it let the Ukraine work something out with the EU, anticipating Russia wouldn't need to pay the bill. In point of fact, the Russian Federation of Independent States' Constitution suffers from a failure to specify what is to happen when one of the Satellites goes bankrupt. And there's at least two countries in the Satellite configuration that's in the bankrupt category.
What the Ukraine did, however, was to virtually cut off substantial trade with Russia, favoring instead trade with EU countries. In doing that, it becomes exemplar to the other Satellites. However. Russia won't stand for the Ukraine's asserting its independent rights, because what it threatens is Russia's obtaining cheap goods and services from every Satellite, a leftover concept of the Empire. In arguing for the reestablishment of the Empire, Putin seeks to guarantee that steady flow of products and services he pays want he wants to, threatening them with their loss of independence through Russian military action. He doesn't really need the Empire, all he needs is slave states, living in poverty, doing Russia's will. He doesn't care whether or not they make Russian the official language of their countries! After all, has not Putin learned English?
Here's the beloved Russian country, the Ukraine leading the way for the Satellites to remain free of Russian domination over them. I'm sure Putin is aware of the political dynamics.
What is needed is for the other independent Satellites to do likewise. The best course of action for them all is to with-stay Russia's quota system for their goods and services--for them to refrain from trading on Russian terms and to instead seek to trade extensively with the West--the EU, etc. Russia doesn't have enough troops in its antiquated military arsenal to take on them all. But it will take that kind of spunk to assure each's independence. Cow-towing to Russia's trading demands will simply embolden Russia to embrace them all in its circle. The Customs' Union is just one means for grabbing hold onto them and squeezing.
The question is, are the other Satellites willing to follow the Ukraine's lead and shake off Russia?
That the Russian businessmen have invested in EU enterprises virtually guarantees that if push comes to shove between Russia and the West, these businessmen lose their right to control where their invested monies go--not certainly back into Russia. Still, the current conflict with Russia is not per se East vs.West.
The Satellites, acting in unison to bring Putin down, will assure them they remain free and independent from Russia. Putin has to go, despite the years left in his tenure, both for the sake of Russian business, and for the sake of Satellite independence--in my opinion (as I have argued elsewhere). The West can help, but it's up to the Satellites to stand up for their own independence.

I have been in touch with the European Central Bank in Brussels. They have the means to keep whatever country may suffer as a result of the sanctions that the EU countries have imposed against Russia; and any country in that category should make use of the Bank.
It is marvelous to see the Western countries united in its stand to isolate Russia should Putin continue to reign in power. I had been hopeful that the Russian business community would see the stupidity in the policy of Russia's going it alone, but apparently they are behind him 80% of the way!
Please be reminded that NATO can legally assist whatever Satellite may need it.

XII. An Automated, Contract-Driven Military
Please, this is a WHACK-O Theory!
Currently, Israel is considering subsequent courses of action with respect to Palestine. One course would be to occupy Gaza. Now, I believe the notion of occupying another country is passé. The Romans were wrong; and it eventually undid them. What the US military has gone to, in my opinion, is using primarily the US Army as a training force, to establish an indigenous military under the governmental structures already in place in the particular country, e.g., Iraq, which meets the US military's functional specifications.
But in point of fact, the US military, acting on behalf of the President and Congress, could contract out to any private or governmental military to provide protection and security and military might in some particular country for which there is need. Moreover, various units within multi-branches could compete for a contract to supply military services.
In the case of the Palestinians, Israel could either develop a Palestinian military and contract with it to do military functions or find some organization or standing established military to provide such services.
A. Contracts for military services to be rendered and military objectives to be met
As mentioned above, even within the US military itself, various branches and units could be identified and contracts from the Chairman, Joint Chiefs of Staff could be drawn up in which terms established relating to the contractual goals and the amounts of money that would be agreed to by contractual parties.
This recommendation follows on the heels of a very successful program to use civilians as contractors on military projects in both Afghanistan and Iraqi wars. Because the terms of the contract spell out what is required of the contractor and what support and benefits he will receive as he proceeds to fulfill his duties, there is a measure to determine the success of the contractual obligations of each party. The recommendation is to extend this contractual format to the entire range of military activities.
B. That the military should become fully automated means that there are but tactical uses of ground and air and sea personnel in combat situations. .
The idea of a pinpoint strike of fighting units to make is the driving concept. Other than that, the military is in an auxiliary but controlling posture--wielding automated machinery to achieve its goals.
To make this idea feasible is in my mind to re-position our thinking of command centers. Because the foot soldier is no longer the essence of a military thrust in battle, the command centers can be mobile only in the sense that the entire center is moved about. No longer the army but the navy is to house the command centers for its strike forces. And, these forces are primarily and fundamentally automated--involving computerized planning and execution with pinpoint accuracy, supported as necessary by troops commitment in battle.
Specifically, as drones are further developed and utilized in military combat and for pinpoint strikes, the fighter jet should be less depended upon. This one change should reduce the costs of the air force immeasurably.
The ship can move about, carrying with it the hosts of computerized equipment necessary for automated warfare. In the case of the Army, such whole scale movement is awkward, even if possible.
I think the Israelis have been using this concept to a limited degree when they made its navy the overall command center for its strikes into Gaza.

XI. When to become Desperate!
Please be aware that this is a WHACK-O Theory.
I was talking with a friend about my recent experience in leaving Las Vegas due to a coming down with a debilitating health condition there. He had a similar experience in Vegas, himself.
What became the center of our conversation was our experiencing an initial feeling of desperate panic followed by our initiating a course of action that involved moving out from Vegas. It's true, had I stayed in Vegas, I could have submitted to medical testing and therapy, but it would have cost into the thousands and thousands of dollars--money I do not have--and I was really sick in need of some immediate remedy.
But why was I so sick? Had not the physical environment in Vegas contributed muchly to my debilitated and physical incapacities? I thought so. The point was to get out of that environment and then seek medical attention! Whatever it was that my body was reacting to was part of that Vegas atmosphere.
Together, he and I agreed that it takes courage to get out, to take your belongings, such as you are able, and make a hasty departure. I reasoned, in a different environment, my body should be able to draw new strength. It could respond to the elements in the new place, differently. And in fact, that's what happened, even as my friend declared it had happened that way to him.
The Indians--from India--have taught this precept in Hinduism: The old should be prepared to move on; and in new surroundings approach their debilitating ailment anew. Some old people retreat into a realm of isolation, but most apply some medical remedy in a different environment they hope is free from the taint of that from which they had come and where they had experienced this particular illness.

Women of the World, Our Only Hope!
The Moslem religion has virtually taken over the planet. The only hope for our salvation is the women. Under Moslem domination, the women are forced into a dependent role. Is that what women want? I think not.
